  1. If an applicant meets the requirements for a VDU, it has to be granted. This is a quasi-judicial function of the Planning Commission and Council. Doing otherwise would be arbitrary and capricious and open up the City to lawsuit. Bunch of whiners who want to be completely isolated while enjoying the benefits of living in a city. Vote YES!
