  1. Yep, horrible communication and non-existent documentation. We were always told in the military (and healthcare field), “Make sure you document! If it’s not documented, it never happened.” I understand that the city could have called the contractor, but if it was my house I would have contacted the builder myself. Hindsight is 20/20.
