  1. “Between May and December of 2023, the city provided Cave Enterprises with notice of the violations and demanded that they be corrected. Cave Enterprises ignored all communications.”…….Why didn’t the city of Duluth just shut these Burger King locations down at that point? Why is the city so scared when it comes to upholding their own laws?
