  1. So, in a nutshell, the DECC director “…doesn’t know where [the money in the cash account] went.” Wait, WHAT? If the director doesn’t know, and the DECC finance committee doesn’t know because they don’t receive current financial statements, who does know??? The DECC doesn’t sound like a good credit risk. Not without some substantial explanations. Half a million for marketing? Who *exactly* did that money go to, and what is their relationship to DECC board members??
