  1. This is a federally mandated organization aimed at reducing poverty. It ran programs relatively unencumbered for decades. Claudie Washington knew what he was doing when he stepped in last decade to prevent Dudley from taking over leadership of the NAACP, because her stewardship here has been alarmingly poor.
