  1. People who are loud and opinionated.

    “It can’t be sent to somebody else. It can’t be sent to Planning & Zoning. It can’t be sent for referendum. And I understand it is a sticky spot to be in, to get stuck between a bunch of people that are very loud and very opinionated over how it needs to move forward, or what the final outcome needs to be.”

    Does he mean the tax-paying citizens who own homes are loud and opinionated on their homes and investments? Gee, how curious.
